INTENT OF FOI REQUEST:   

“Any all all information that was available to the Ministry of Public Safety & Solicitor General prior to issuing the use of face coverings (M425) i indoor public spaces, and any and all proposals that were presented to the Ministry of Public Safety & Solicitor General prior to issuing the use of face coverings in indoor spaces.”
Looking for justification used to implement M425.

CONCLUSIONS DRAWN:   

Package received contains the BC orders in council stating the enforcement criteria, fines etc. along with other provincial government references. NOWHERE in the documentation provided is there any reference to scientific justification for masking other than one general mention of the WHO declaration of an emergency.
